The DGME authorizes the issuance of safe conduct only in urgency to return to Costa Rica.

Submit:

1. Application form for safe passage, FORM
2. Cédula (Identity Card) or the digital Birth Certificate, issued no more than one year of issuance, can be requested HERE.
3. Two (2) recent passport size photographs (3.5 cm x 4.5 cm).
4. Police report (if it is not in Spanish, present a translation) or Declaration of robbery or theft of your passport, download it HERE.
5. Copy of the air ticket back to CR or itinerary.
6. Detailed justification of the situation you cannot process your passport, signed. If due to illness, present a medical report.
7. Receipt of payment

Additional for Minors

1. A statement signed by both parents or legal representatives. If you are in Costa Rica, you must go to the Central, Regional, or Delegation Offices of the DGME.
2. Original of the valid IDs and in good condition of the parents or legal representative.​
