Travel Permits for Costa Rican Minors to Exit Costa Rica

Who requires this permit? 
  • All Costa Rican minors or Foreign minors with Temporary or Permanent Residence in Costa Rica who wish to exit Costa Rica.

General considerations
  • Temporary permits are issued free of charge.​
  • Consulates can only process TEMPORARY exit permits. Once the documentation is presented at the Consulate, it will be sent to the Minor Permits Office of the General Directorate of Immigration.
  • Permits processed at Consulates are valid for 30 calendar days from the issue date.​
  • The permit can be used on multiple occasions within the authorized period.
  • The father/mother or both who are abroad must appear in person at the Consulate to fill out an official form.
  • If one parent is not travelling with the minor, they must grant a Special Power of Attorney to the other parent or a third person to complete the process at Costa Rican Immigration. The cost of the Power of Attorney will be provided once the appointment is scheduled.
  • If you wish to request a PERMANENT permit, you must process it exclusively in Costa Rica; Except when processing the minor's passport for the first time.

1- REQUIREMENTS at the Consulate 
  1. *The minor's birth certificate, Issued with no more than three months old, you can obtain it at: www.consulta.tse.go.cr/appcdi#/ or cédula of the minor.
  2. Valid identity documents of the parents. 

The parent or the authorised person in Costa Rica will finalise the process and receive a copy of the exit permit registered in a database.

2- REQUIREMENTS at the General Direction of the Immigration Office 
  1. Valid cédula, residence card or passport of the father/mother or authorised person.
  2. Passport of the minor.
  3. The *minor's birth certificate, Issued with no more than three months old. You can obtain it at www.consulta.tse.go.cr/appcdi#/  or cédula of the child. 
  4. Two passport photos.

* In the case that the minor is a foreigner with a legal permanent residence in Costa Rica, they must present a copy of the birth certificate duly legalised by the Ministry of Foreign Affairs and Worship of Costa Rica. If the document is not in  Spanish, it must be accompanied by its official translation.
